Jill Oudil


Jill Oudil has been a REALTOR® since 1992. She currently works with Coldwell Banker Westburn Realty in Burnaby. 

She became an REBGV director in 2012 while serving as Chair of the association’s Burnaby/New West/Tri-Cities Area, a title she held until 2014. Jill has served on numerous committees. She was chair of REBGV’s Governance and HR committees and served on its Professional Standards Task Force.

She’s an advocate for professionalism in real estate, and recently spearheaded efforts to organize a series of fundraisers to support wildfire victims in BC.



Phil Moore


A former Vancouver police officer, Phil Moore has been a REALTOR® and member of the Real Estate Board of Greater Vancouver since 1989. He works with the Burnaby based RE/MAX Central.

Phil served as a director for the Burnaby/New Westminster/Tri-Cities Area in 2009-2010, and was elected to the Board of Directors from 2011 -2015. In 2016, he was elected to the position of Vice-President. Phil has served on the Audit, Governance, Human Relations, and Pension Plan committees as well as the Professional Conduct Task Force.

Phil is an active player in the community and is involved with many charities, including the Canucks for Kids Fund. 



Keith Liedtke


Keith Liedtke has been a REALTOR® and Member of the Real Estate Board of Greater Vancouver since 2006. He is licensed with RE/MAX Westcoast In Richmond. Prior to his career in real estate, he spent over 25 years in the travel and tourism sector as the owner of a successful travel agency, followed by five years in senior management with a national hotel chain.

Keith has over 12 years of governance experience, serving on not-for-profit boards in the City of Richmond. He's a Past Chair of the Richmond Museum Board, a Past Chair on the Board of Governors for Richmond’s Gateway Theatre, and a Director of the Bayit Synagogue. Keith is also actively involved with fundraising for BC Children’s Hospital, serving on the RE/MAX Western Canada Miracle Panel for the past nine years.



Brad Scott


Brad Scott has been with the Real Estate Board of Greater Vancouver since 1978 and has held several positions over the years.

Brad is a member of the Real Estate Institute of British Columbia and holds the R.I. (B.C.) designation. In Canada, he is a member of the Association Executives Council and, in the US, the National Association of REALTORS®’ Association Executives Institute.

He has served on numerous task forces and committees in both countries and is in demand for his extensive knowledge both of governance and of quality systems and processes.

Goals and objectives 

1 Fulfill the legal requirements and obligations of a Director, which include a comprehensive understanding of statutory and fiduciary roles.  
2  Ensure that the best interests of the Real Estate Board of Greater Vancouver (REBGV) are met at all times. 

3  Participate in the review and approval of the REBGV’s policies and strategies and in monitoring their implementation. 


Duties and responsibilities

1  Activity

     • Exercise good judgment and act with integrity
     • Use his or her ability, experience and influence constructively
     • Be available as a resource to management and the Board of Directors (Board) 
     • Respect confidentiality 
     • Advise the Chief Executive Officer (CEO) or President in advance of introducing significant and previously unknown
        information at a Board of Directors’ meeting 
     • Understand the difference between governing and managing, and not encroach on management’s area of
     • Identify potential conflict areas – real or perceived – and ensure that they are appropriately disclosed and addressed 
     • As necessary and appropriate, communicate with the President and CEO between meetings 
     • Demonstrate a willingness and availability for individual consultation with the President and CEO
     • Evaluate the performance of the CEO and the Board 
2  Preparation and attendance

     • Prepare for each Board and committee meeting by reading the reports and background materials
       provided for the meeting
     • Maintain an excellent Board and committee meeting attendance record
     • Acquire adequate information necessary for decision making
3  Communication 
     • Participate fully and frankly in the deliberations and discussions of the Board 
     • Encourage free and open discussion of the affairs of the REBGV by the Board
     • Ask probing questions, in an appropriate manner and at proper times
     • Focus inquiries on issues related to strategy, policy, implementation and results rather than issues relating to the day-
        to-day management of the REBGV

4  Independence  
     • Be a positive force with a demonstrated interest in the long-term success of the REBGV
     • Speak and act independently

5  Board interaction

Each Director should establish an effective, independent and respected presence and a collegial relationship with other Directors.

6  Committee and task force work

To assist committees and task forces of the Board in being proactive and productive, each Director will understand the process of committee and task force work, and the role of senior management and staff supporting the committee and/or task force.

7  Business knowledge

     • Become generally knowledgeable of the business of the REBGV
     • Develop an understanding of the unique role of the REBGV within the community
     • Maintain an understanding of the regulatory, legislative, business, social and political environments within which the
       REBGV operates
     • Become acquainted with the senior managers of the REBGV
     • Be an effective ambassador and representative of the REBGV
